Wanted: A Broadnet Policy

In The Conservative Case for Broadband, Bernard Mehlman says "Policy makers treat telecom like a luxury, tax it like a sin, regulate it like a utility and subsidize uncompetitive players and anachronistic technologies." All true. But there's still a problem: the Internet isn't telecom, any more than Linux is MVS.

Yet the Internet is seen as a breed of telecom, in the sense that it is brought to us as a service by telephone and cable TV companies.
